Best form of Mens hair removal for Chest and Pubic zone?

I have fairly coarse hair on my chest that goes all the way down. Nair doesn't hardly work and Veet only MOSTLY works. I also know that you aren't supposed to use the chemical treatments "below the belt". I have tried shaving, but I tend to get razor burn even though I moisturize.

My question is whether there is a better way (possibly waxing but that seems too painful for my coarse hair) or if there are some good techniques anyone else has used to avoid red bumps/razor burn on my privates when using a razor?.
